Objective: Be careful with this one. If you skip it, your website will load in the same window or tab in the visitor's browser when they click on a link back from another page. Many website owners don't want visitors to navigate to another website and would rather have their page load in a new tab.
Including a target="_blank" attribute in your snippet will make website owners happier to link to you, and it won't hurt your bounce rate or rankings.
